Start with the essentials
Your next step.
Describe the actual activity: a personal purchase, letting, development, operation or business location. CEPICI can direct the investment enquiry, but a property project does not automatically qualify under the Investment Code. Land rights and permits require separate checks.
- Describe the proposed activity and structure.
- Confirm eligibility for the relevant framework.
- Check the site and price costs separately.

Answers to your questions.
Is buying a flat the same as starting a business?
Give CEPICI the proposed structure, activity, location, budget and residence or nationality where relevant. Ask whether the enquiry concerns business formation, an approval or guidance. Incorporating a company does not validate a parcel’s title.
Can I assume a property tax incentive?
No project-specific incentive should be assumed. CEPICI’s FAQ lists exclusions including non-industrial buildings and notes 2024 changes involving certain warehouse activities. Obtain written confirmation of the current framework applicable to your activity before including a tax saving in the budget.
Which site checks remain necessary?
For urban land, check the subdivision, land records and transfer with the relevant offices and notary. For rural land, start with AFOR and the applicable rights. Also clarify permitted use and required permissions: investor support does not replace these checks.
How can I prepare an initial decision?
Separate price, acquisition and formalities, works, utility connections, maintenance, taxes and potential vacancy. Obtain quotations and test a delayed or lower-income scenario. These are planning categories, rather than a return promise or a universal tax schedule.
